So the profligate Democrat majority in Sacramento
killed Arnold's budget plan. Fine. Now it's time for Arnold to flex his political muscles by going over the legislature's head to the people via the initiative process. Here are the initiatives I'd like to see Arnold press:
- Constitutional Spending Cap: Limit the growth of state spending to the rate of inflation (perhaps plus population growth, as in Colorado).
- Tax Rebates. If the budget has a surplus, any revenues in excess of the spending cap must be returned to the taxpayers as rebates. None of this nonsense about reserve funds.
- Workers Comp. Push through the necessary reforms to cut employer costs.
- Nonpartisan Redistricting Commission: Shake up the legislature by taking redistricting away from the legislature and giving it to a nonpartisan commission charged with maximizing the number of competitive districts. Less protection for incumbents and a fair shake for both parties.
- Cut Their Pay and Send Them Home: Punish the current legislature by turning their sinecure full-time jobs into part-time positions that don't pay very well.
I'm not a big fan of the initiative process, but it is a weapon ideal for this fight - and this is a fight that must be won.
